SIGNET maps normatively onto established formats without lossy conversion, so a document can move between worlds and stay whole. Extensions follow the OCDS pattern — published, versioned packages that add types or fields under their own namespace, never redefining the core. Community extensions can advance into the core model through formal change control.
SIGNET is governed as an open ecosystem of three distinct roles — so no single party controls the standard that everyone builds on.
