SIGNET · Secure Intelligent Governed Network for Exchange and Trade

The open specification for governed procurement networks — a common vocabulary for representing procurement and multi-party commerce. Where data today is fragmented across mutually unintelligible standards and proprietary platforms, SIGNET makes it interoperable, so intelligent agents can operate across organisational boundaries. Model-agnostic. Tool-agnostic. Organisation-agnostic.

Four interdependent layers.

The model organises procurement and multi-party commerce into a stack — from primitive value types up to cross-cutting governance.

№01 · FOUNDATION

Primitive value types: identifiers, parties, values, periods, classifications, documents, items, and credentials.

№02 · PROCESS

Procurement lifecycle objects aligned to OCDS stages — planning, tender, award, contract, implementation.

№03 · AGENT

Structures that make synthetic agents first-class participants, with mandates and decision records.

№04 · TRUST

Cross-cutting governance: events, provenance, consent, and audit records.

A profile-and-bridge

It doesn't replace your standards. It reconciles them.

SIGNET maps normatively onto established formats without lossy conversion, so a document can move between worlds and stay whole. Extensions follow the OCDS pattern — published, versioned packages that add types or fields under their own namespace, never redefining the core. Community extensions can advance into the core model through formal change control.

One standard. One steward. Many operators.

SIGNET is governed as an open ecosystem of three distinct roles — so no single party controls the standard that everyone builds on.

THE STEWARD
Concert

The neutral consortium that governs the specification, certifies participants, and protects the integrity of the ecosystem — following the OpenPeppol AISBL pattern, with no single-party control.

THE STANDARD
SIGNET

The open specification itself. Documents validate against published JSON Schema; conformance — SIGNET Certified — applies uniformly across every implementer.

THE OPERATOR
Score Networks

A licensed operator building SIGNET-compliant networks and production infrastructure. We write the translators, the tooling, and the operational discipline that put the standard to work.
